This bug is for tracking of the project to unify non-JS uses of internationalization code to mozilla::intl. This is a sub-bug of Bug 1686965. Its purpose is to create a burndown chart to show how we are doing with removing `#include "unicode/*" from the rest of Gecko. Only bugs that are about removing the #include statements should block this bug, otherwise, they block the larger bug.
