Is me asking why this is being implemented acceptable? I ask solely because I don't see an explanation in any of the linked issues, yet this appears to be an awful lot of effort for something that's already inherently better served by newtab-replacement extensions, alongside websites and applications.

I don't believe we usually explain the "why" in bugzilla tickets. This is a common browser feature that New Tab users appreciate.

Adding to what Amber said, meta tickets are used internally to track work for larger features. Tickets that block this bug have additional information.

I ask solely because I don't see an explanation in any of the linked issues, yet this appears to be an awful lot of effort for something that's already inherently better served by newtab-replacement extensions, alongside websites and applications.

From a product perspective, we want to offer users an easy way to view their local weather. You can learn more about this and other new tab features.
