The tool comes with the SDK and has Gradle support. It is currently runnable via `mach gradle <target>:lint`, with useful targets being "base", "app", and maybe others.

I'm working on getting Android lint running in infrastructure, but until then: |mach gradle app:lint| is your friend.

Now that lint is in the tree, NI self to file & fix open issues so we can burn the tree when it fails.
