To support Stylo, we can no longer build with the existing MinGW toolchain and build job (which is currently disabled on -central).  We need to move to a MinGW-clang based toolchain.

This bug tracks all the components of doing so.
Expect Bug 1460777 to require this to be rebased for -central; but I think we should stay focused on -esr60 for now.
