[meta] add support for web app installation

Bug 697006 may or may not have useful code, so removing that dependency. The add-on should be considered the reference implementation for now.
Note: Need to port over extension bugs that are applicable to this firefox feature and mark them as dependencies for this feature.

This was the tracking bug for the Web apps feature linked in comment 0. Now that this bug is no longer being used as a tracker can someone point me to a list of bugs (a query?) that make up the required work to consider this feature complete?
