This is a tracking bug for getting opengl working on mobile.

Here are the priorities in order:
1. Fast scrolling
2. Fast zooming
3. Fast video
4. WebGL

IIUC priority N0 - is make it rendering most of the pages correctly without artifacts, possibly try to fixup that with some reftests...
